Judge Ramos, Landlord (part 1 of 4)

We received these clippings from a tenant at 350 Cabrini Blvd. in Upper Manhattan regarding the building's former landlord, Charles Ramos who is a NY Supreme Court Judge. We believe the clippings are from Manhattan Lawyer and we don't know the date of the articles, although they appear to be from mid-1980's. The building has since been converted into a cooperative. Tenant advocates consider Ramos a "landlord judge" and most of his rulings we've seen indicate a distinct pro-landlord bias. The exception is the 1995 case Moreira et al. v. Halperin where Judge Ramos nullified DHCR Policy Statement 92-1 which essentially excused landlords from the statutory requirement to pay a $10 per unit per year administrative fee to fund DHCR's operations. However, speculation was that Judge Ramos made this pro-tenant decision to appear more "middle-of-the-road" in furthering his aspirations for a higher judicial office. The issue became moot when the 1997 Rent Law statutorily excused building owners from the requirement.
